Cloud seeding is sometimes described as a way to order rain. That image is misleading. Weather-modification techniques work with suitable existing conditions; they do not give operators the power to create an entire rain-producing cloud system from clear air. The World Meteorological Organization also stresses that findings from one environment cannot simply be transferred to another.
Measuring success is difficult because researchers must estimate what would have happened without the intervention. Rain after an operation is not, by itself, proof that the operation caused all of it. This does not make every project worthless. It means claims need careful comparison, appropriate evidence and clear limits. A useful public discussion asks what a particular project can demonstrate, what it costs and how uncertainty is communicated, instead of treating weather control as either magic or a universal fraud.
